A local organization says the Cincinnati Zoo was negligent and should be held responsible for the death of Harambe, the gorilla who was shot and killed Saturday, May 28.

The group SAEN, which stands for Stop Animal Exploitation Now, says the boy who made his way into the gorilla sanctuary on Saturday should have never been able to do so. The group claims to have proof that the zoo was not up to par on its safety restrictions.

The non-profit watchdog group said it will present evidence that the zoo has been cited twice recently for issues with enclosures and facilities, speaking specifically to what happened on Saturday.

In addition, SAEN has filed a complaint with the USDA claiming the zoo violated the Animal Welfare Act.

Zoo officials have stood by their decision to shoot and kill Harambe after the young boy fell fifteen feet into a moat in the exhibit. They say once Harambe began dragging to boy around by his ankles in an aggressive manner, they had no other choice but to take action.

Cincinnati Zoo Director Thayne Maynard says safety is and has always been a top priority at the zoo. "The exhibit is safe and the barrier is safe. That said, any of us in this room could climb over barriers if we choose."
